Whaddya mean "what?" Can't you understand English? She explained it to you... She said, "there's a," and "I'm a big believer," and... "we have...there's a part of the bill on the health side on prevention," and "it's less expensive for the states blah blah blah..."
You know, like when O'Blinko "explains" things without his teleprompter, only without all his "uh, um, uh's" so it's a lot clearer, or at least less noticeable she hasn't a clue what she's talking about.
