There is an obvious, but not easy, solution to this problem ; make the Ill. state defined-benefit retirement program play by the same rules as similar pension plans in the private sector.

Every year, an actuary analyzes your private sector plan and tells you how much you need in each account to provide a defined benefit to each employee. As an employer, its not an option whether you fund the plan adequately or not- you legally have to.

Social Security is a Ponzi scheme on a larger scale than Madoff's. There is, of course, no lockbox acount with money in it that is yours. There is only a promise to pay you a certain benefit when you turn 65. And congress can decide between now and then not to do it.

The big difference is that the government (unlike Madoff) can confiscate funds to pay the benefits.

Social security is a bust as has been predicted for 30 or 40 years. But do we really want privatization? Yes, maybe, in some ideal world the politicians would actually allow citizens to have private self-managed accounts similar to IRAs and 401k's. But the reality is that the politicians would certainly retain control of investment decisions, and thereby buy up control of private industry using citizens' mandatory payroll deductions.
Too paranoid? I don't think so.
